My car is making a noise that sounds like fluid moving around when I come to a stop or more often when I eccellerate from a stop. It sound like it is right in front of me on the driver's side almost right under the windshield. What could this be?

Your drain for your A/C condensation may be plugged up. Locate the drain hose coming out of the firewall on the passenger side and try sticking a coathanger in there to see if an water comes gushing out. Don't be too rough with it because the evaporator is only light aluminum.
