2004 Toyota Camry poor brake pedal

On my 2004 Toyota Camry. When you first press
the brake pedal it travels pretty far. But if you press it
again right away it's nice and firm.
I have had new pads and rotors replaced and the brake fluid bleed twice.
ANY HELP????

The brake master cylinder is leaking internally-replace it
