2004 Toyota Camry '04 Camry Rotor removal

I have the calipers off. Appears on the center of the rotor there is a bolt cover/shield. Does this need to be removed to take the rotors off? I can't tell if that is the issue in removal, or they are just rusted on.l

this is a camry-solara convertable - not sure if that makes a difference

IF you are not reusing the rotor then you need to take a dead blow or a big hammer to the face of the rotor to get it off.
