2003 Toyota Camry Heater temperature varies with gas or bra

2003 TOYOTA CAMRY

When I'm stepping on the gas, the temperature of the air coming out of the heater is fine. When I take my foot off the gas, the temperature becomes luke warm. When I brake, the temperature becomes cool. The fan speed doesn't vary.

Any thoughts?

check coolant level and add as needed
check and flush heater core
check belt and water pump
