2003 Toyota Camry ECM needs replaced

My check engine light came on and the dealer says I need to have my ECM replaced but they warned that may not fix it and I may also have to replace my catalylic converter. How do I know that I really need to have my ECM replaced?

get a second or third opinion if necessary, that statement they made sounds shady, either changing the ecm is gonna fix the problem or not. if the car drives, then go somewhere else, do not go to a dealer, they overcharge and are too shady , always trying to scam someone it seems to me
