2003 Toyota Camry diagnostic trouble code

My car failed the Pennsylvania auto emissions test. I was told that the diagnostic trouble code was P0031 but I'm not sure what that relates to in terms of what part is malfunctioning. Is it one of the oxygen sensors and if so which one, pre or post catalytic converter?

You can look up P-code information in the 2carpros site menu. The code might be P0131 and you reported P0031 so I am not sure what to recommend at this time.
