I just had a new engine installed and on start-up, IGT 1 & IGT 4 doesn't work, only 2 & 3. Ignition coil has been switched & found to be ok. Ignition coil plug has been tested & there was current in them. Engine doesn't rev above 2000 rpm.

Have you checked the injectors for those cylinders? they may be bad or not getting power.
