AIR CONDITIONING OR HEATER BLOWER ONLY WORKS ON HIGH. NO LOW OR MEDIUM SPEED. IS THERE A SWITCH OR RELAY PROBLEM OR IS THE PROBLEM THE BLOWER MOTOR?

First inspect blower motor relay. If relay is OK, suspect faulty blower motor resistor pack.
