2001 Toyota Camry Pop bottle whistling sound

Hi, and Thank you.
I have a pop bottle whistling sound coming from the back right side of the car. It used to be intermittent.
Now it is often. Once it starts if you increase speed or slow down it will stop . Seems more often to be heard in the 30-40 mph but have gotten it to start at higher speed but not as often.
The dealership tech test drove with me and heard it but could only guess and was not sure.
I paid $89.00 at the Toyota dealership to check an engine light which said my charcoal canister needed to be replaced. ($400) I can''t afford to have them guess on this so atleast I need a lead. The tech had never heard this sound before so I am a bit leary.

Any suggestions?

Could the sound be coming from the fuel cap? If the canister is plugged, it may be building too much pressure.
