2001 Toyota Camry Fan only works on highest setting

When I turn the Air Conditioning on the fan will only run in the highest setting. I bought the car about a year ago, and at that time the two highest settings on the fan worked, with the lower settings only working sometimes. Now only the highest setting works. Any ideas?

Have these components checked/tested: AC control assy and the AC blower mtor linear controller
