Electrical problem

Hi -
About a month ago my car, when I first start it up, would stutter and "chug" and act as if it would stall. After a few minutes it would be fine and I could go about my business.
A couple of days ago I decided to pop the hood while it was acting up and I noticed that there were some small sparks jumping around on the left sparkplug area on the front bank. The sparks were crackling in synch with the car stuttering.
Can you please help me diagnose this? Is it safe to drive?
