2000 Toyota Camry Front Wheel Drive Automatic 95,000 miles

I have 2000 toyota Camry, when I put full heat then heat start otherwise it does not so could you tell me do I have to change coolant orr Thermostate?

If the engine temp is normal, have the heater tap operation checked.
