When attempting to fill the with gas the shutoff valve on the gas dispensor shuts off as if the tank is already full. I have to nurse the gas into the tank by repeatedly depressing and releasing the pump handle. I tried different orientations and gas pumps and even when dispensing slowly it still shuts off prematurely.

Hi there,

You fuel tank venting system is not working, there is a vale system in the filler and a vent line that goes to the carbon canister, some part of this system has failed, it will be a job for a mechanic to inspect and rectify.
