2000 Toyota Camry Blower Motor

My blower motor speed selector switch only operates on HIGH. When the slower speeds are selected there is nothing. The AC works fine but the blower only works when the HIGHEST speed is selected. This just started this afternoon. Could it be something other than the motor itself or are the slower speeds part of the motor? Is there a separate speed controller?

The blower motor resistor is behind right center of dash on blower housing. Replace it-its job is to control the fan speed by using resistances
