1999 Toyota Camry power stearing failing

power stearing failing when braking and turning, has happened 2 times, both times it was raining, it was temporay, seems if i let of the brakes the power stearing returned. just bought the car at a large dealership 2 weeks ago. this could be very dangerous, any idea? first time was turning left second time was making right turn.

Get the power steerng belt checked. the tension couls be loose and when water gets to the pulley, it will slip and cause the power steering pump to stop working and the steering to feel heavy.
