1999 Toyota Camry gas cap won't open

When I try to release the gas tank level it won't open the outside gas tank door.

you need to get the gas door open first. You might end up having to bend something. After you get it open. Have someone pull on the gas door while you look at to make sure the button to unlock the door is moving in. HTH.
