1998 Toyota Camry ignition

My son's 1998 Toyota Camry was working fine. He parked the car, ran into a store and when he came out and attempted to start the car, it wouldn't work. When you put the key in ignition, after you turn the key try to move the steering wheel left - right, could be that, that your son is not able to start the car! That's the only thing i could think of ....
