1998 Toyota Camry EGR valve code

My '98 Toyota Camry check engine light came on. I had it check at AutoZone shows P0401 error code, EGR valve insufficient flow. I replaced the EGR valve, drove the car about 60 miles, light came on again with same error code showing. Can anyone tell me what my problem can possibly be.

Checkl and test the EGR valve modulator and also the vacuum switching valve solenoid
