1997 Toyota Camry NOISE

Steering problem
1997 Toyota Camry 4 cyl Automatic 110000 miles

My car makes a fair amount of noise while turning the steering wheel. I really noticed it when I tried this while sitting in my driveway. The fluid seems OK. I just spent $1800 on it last fall when I had my local Toyota dealer fix anything they thought needed it because I plan on keeping this car till it or I dies. What do you think it may be? Thanks,

its a whining noise right??? does it while in park, and turning the wheel??? sounds like its airbound... this noise should get louder if you step on the gas while in park and rotate the steering wheel.... is this the issue?
