1996 Toyota Camry Emission test

Computer problem
1996 Toyota Camry 4 cyl Automatic 210000 miles

I went for my emission test and they told me that (no DLC connection detected on OBD test.) The OBD lead is communicating with the analyzer, but no battery voltage is detected on the lead.

Now would this be the computer that needs to be replaced?

We have check the fuses and all are good. Look at wiring and thats good. Tried to get a dianogas test and they said that it wasn't working to get a reading but everything look good.

Is there any way to reset the computer? What can you suggest?

Hi there,
to do a quick test on the fault gathering ability of the ECU, induce a fault by disconnecting the TPI sensor and try a start. This should set a code. If no code set I would get the ECU tested for an internal fault.
