Radiator fan problem

Hello My name is Rey and I own a 1995 toyota camry LE 2.2 engine. It's my Commuter Car. I had the Engine head rebuilt. Due to a bad head gasket. I installed a new Water pump, Timing belt and all pulleys. The car started right up. But I noticed that the Radiator fan will only come on with the Condenser fan? Both at one time. I don't think this is normal? I Installed a New Radiator, A new Temp sensor, a new Radiator temp switch, and the # 1, 2 & 3 Fan Relays. I dont know what else can be wrong?

The fans will only come on when the engine is at 212 to 220 F.

Let the engine sit and idle on a hot day and you should see the fans come on.

Here is a wiring diagram for the cooling fan and a guide so you can test for power.

Thank you! I let the car sit with the engine idling and the fans came on it took about 15 minutes.
