1993 Toyota Camry system over heat

System overheating, seems like thermostat not opening (its new) Tested and replaced the following rad, cooling fans, coolant temp switch in rad, #1 fan relay, thermostat w/ gasket, rad cap, coolant. I'm getting 220f deg outlet of head manifold but only 160 f deg to inlet to rad side of thermostat housing.
any ideas?

Does it boil over? Gague goes to max?System checked for carbondioxide and/or hydrocarbons to see if exhaut gases entering water jacket.

1.) No, 2.) Yes, 3.) Co2 ok, hco ok no water in oil.

Could it be air bleed problem?
Thermostat is new stant without bubbler port.

Radiator is droping 60 deg. That is excellent. With a 195 deg thermo 220 in a pressurized system is normal. Have you considered the gague is faulty and/or engine temp sender. At 176 deg.5 ohms at sender at 212.2 ohms. See what yours reads located back engine near distributor
