1991 Toyota Camry steering

I have a 1991 camry with th 4 cylinder. Sometimes when I turn it acts like the power steering has gone out then comes back. Do these cars have a history wuth this or is this a normal pump or belt problem? Thank you

This is a normal problem with the steering universal joint binding. If you look at the steering column in engine compartment, look for the universal joint and spray the heck out of it with wd 40 and try to loosen it up or you will have to replace it. Also check the fluid level.

How normal of a problem is this? How hard is it ti change? I am a do it yourselfer. Am able to do most anything if I spend the time. Where can I find a new part?

You definitely can do this job. This was dealer only and it was big money but try dorman. This is a aftermarket company that makes this weird expensive dealer stuff that all us independent shops buy a lot. If you unbolt the joint from the steering column and pop it off the steering shaft you will know right away if this is the problem because it will be very hard to make it flex and the new part will flex very easily.
