1989 Toyota Camry main fan on all the time

seems that the main fan (I got 2 on the LE) is on from the time I start the engine when it's cold till I turn the key off. I traced the wiring to a 2 pin sensor on the engine block. wiring OK, sensor 18 ohms cold, 256 ohms warm. I've replaced the relay twice- same. Even with an external wiring harness and relay it's still ON all the time. I replaced the relay with a switch but this is against smog rules? I'ld like to have the automatic operation. any ideas? With it ON all the time, it's noisy and I'm sure it's affecting the operation of the engine and how long it takes to warm up. thanks...Lou

Could be the brown or black and red wire that goes to the water temperature switch is shorted to ground before switch-that's causing it to run all the time
