1989 Toyota Camry brake lights

My brake lights won't turn on when i step on the brake pedal. I have already check the fuses, wiring , bulbs, brake light switch has been change and its getting 12 volts.

If the barke switch is properly adjusted and brake lights won't light up-you have an open wire between the switch and rear bulb sockets or lost the ground
