1979 Toyota Avensis 4 cyl Two Wheel Drive Automatic

i have a 1979 Toyota Corona

well heres the deal
When it has a full tank of gas it runs like a beaut, but a little bit lower then a full tank, it starts to shrug like it has no gas, like if it wants to turn off(especially when going up hill)

is it the fuel pump?fuel filter?carburator?

help?

Test the fuel pump pressure/inspect filter and make sure the choke plate is not sticking closed when warmed up it should be fully open.
