2002 Toyota Avalon Brake shims

replacing oem pads with akebono ceramic due to dusting problems. OEM pads have an inner and outer shim on each pad, the Akebono has what they call a noise insulator attached permanently to the pad. Do I still use the Shims I remove from the OEM pads on the replacement pads or just use the attached noise insulator without installing the shims?

I would re fit the shims.
