1999 Toyota Avalon left front window

on my 1999 toyota avalon XLS my left front wondow goes up or down an Inch at a time, I must wait for a long time between or window won't move. I tried a new master switch. it did not do the trick. I can't see any fuse that that is marked for windows. in all 4 boxis.

There may be a circuit breaker in the system this will re set after a short pause if tripped. but there is a problem causing the system to fail, check if the runners are not to dry as this will cause the glass to bind and over load the motor, there are special spray on lubricants for these runners,
