1995 Toyota Avalon starting/fuel flooding problem

Engine run for a seconds at first start then stall, when removed, sparks plugs are soaked with fuel. Already replaced: Spark plugs,ECT sensor,plennum gasket,pcv valve. Tried with another ECM, same results; fuel pressure (at the filter) 43 psi and maintened,cleaned the IAC valve,ground connections,airflow meter, injectors about 13 ohms,catalytic converter disconnected.After remove fuel pump plug to burn residual fuel and tried again ,still the same problem: run for a seconds and stall...spark plugs wet again!.. What could be the cause of this problem?

Check the cold start injector/injectors and fuel pressure regulator if its leaking
