Timing on Toyota 4Runner

My 95' 4runner has 158,000 mi I just replaced the timing belt I followed the manual. It ran fine for about 300 mi then it started falling on its face going up steep grades on the freeway. So I gave it a tune up plugs wire cap and rotor. Did not move distributer and checked the timing the mark on the crank was at about 20 to 25 deg btdc. I thought it had skiped a tooth on the belt so I removed the cover and checked the gears for the mark placement. Now the marks are at (crank 0 deg btdc. And both cam gears are at tdc) also when I put the distributer to 10 deg btdc it basicly does not run. Help :

Are you sure its on the compression stroke?

Do the TDC on the compression stroke-line up crank w/idicator-Now open up the distributor cap where is the rotor poointing at no.1 or no.4-
