overheats at idle

My 2004 4Runner overheats at idle after being at a standstill for several minutes. As soon as I start moving again the temp gauge steadily drops back down to normal (lower end of normal operating range). Engine oil and coolant levels are optimal. Cooling fan is spinning; although it doesn't spin as fast as it does when first starting the engine cold. I have been to two mechanics who say there is nothing wrong. I am at a loss for what to do next. Any help would be greatly appreciated!

This sounds like the clutch fan is not working right I would go ahead and replace it here are two guides to help you see what you are in for when changing the fan clutch out along with the diagrams to help you with your car below
