2003 Toyota 4Runner a/c, heater fan

A/C was working fine. No unusaul noises like bearings going or anything out of the ordinary. I stopped and turned the ignition off and about 30 minutes later restarted and the fan will not come on at all for either the A/C or heater. Inside fuses are ok. Do you think it could be the outside fuses? If not....any suggestions?

Check all the heater fuses, blower motor relay and blower motor controller
