2000 Toyota 4Runner Brakes or Ball bearings?

I am hearing a noise from my front right brake/axel area while I'm driving which goes like "ruup....ruup...ruup" and the frequency will increase or decrease dependent on the speed I am driving. I had a mechanic change new brake pads and also check the ball bearings, but nothing changed. The noise still continues. Also, I have also noticed the right front brake will stick after pressing the brake for the first time after turning on the car. It releases after I put into reverse quickly and put back in first gear. My question is - is it the brakes or the ball bearings? I don't another mechanic to tear the whole thing a part and then have it cost me a lot more than it should have. Thanks!
