1999 Toyota 4Runner will not start

1999 Toyota 4Runner 6 cyl Four Wheel Drive Automatic

my 4-runner will not start, i put a new battery in and the terminals got swapped, needless to say i blew a fuse, after replacing the fuse, my car would still not start, checked all my relays and all are good, i disconnected the harness from the fuel pump and found i have no voltage to the fuel pump except when i turn the key over to start, the car will run for a second, but soon dies. i can't figure out whats keeping voltage from not getting to my fuel pump.

Check and test the EFI relay and the Circuit Opening Relay-
