1997 Toyota 4Runner White smoke out of Exhaust

I have a 1997 4runner that has white smoke blowing out of the exhaust pipe. I know that the motor is fine because the oil is not milky. But water is constantly burning. What could be the cause of this? is it an easy fix?

Sounds like blown headgasket, cracked head or block or an intake leak-Get it block and pressure tested.
