1996 Toyota 4Runner Key getting stuck in ignition

Ignition starts and turns vehicle off w/ no issues. Upon turning vehicle off, the key does not want to leave the ignition. It takes much jiggling to get to full off position where key can be removed. I had a new key cut but did not solve prob.
What is my next step of diagnosis?
