1996 Toyota 4Runner Gas Mileage Difference - Oxygenated vs

This California vehicle consistently gets 17-21 mpg with Oxygenated Gas in all terrains. But with the winter blend of Non Oxygenated gas in Pennsylvania the mileage drops to 12-17 mpg. I have been monitoring this for 4 years and it is clear that this vehicle does not like non oxygenated gas. What part in the car is causing this drop? The two oxygen sensors have been checked and are performing correctly. I'm wondering if there is a difference between CA oxygen sensors and PA oxygen sensors. Or is it something else? I can't find anyone who is sure of the answer.
