1995 Toyota 4Runner 1995 4Runner over heating fan does not

Recently I had the car smogged and took it to the dealership for an oil change and a general look over before I give it to my daughter.

Since then I have noticed the temp spiking all the way up to the red line when sitting idle at a stop. The temp goes back down as soon as the car gets moving.

This would be indicative that the fan is not cooling the radiator. I open the hood and I find that the fan is spinning, but I seem to remember it spinning faster. Is there 2 stages to this fan?

Where is the fan switch located on this 1995 4runner? A picture would help a lot.

Is the bleed valve at the end of the hose leading out of the radiator?

I was out there for a good hour running the engine with the AC on full blast. I was wrong, it seems the fan does kick on and off.

Consider the recent smog check and visit to the dealership.

Is it possible that by topping off the fluids, there is air bubbles in the cooling system? Is it an issue with 4Runners like it is with Acura Legend?

Test the coolant temperature sensor on left rear of engine and the thermostat.

Its not a 2 stage fan controlled

I found that the radiator was low on cooland. Added about half a bottle to the radiator, and topped off the reservoir. So far the temp has been stable at under half on the temp guage.

The paperwork from the dealership jotted down topping off of fluids. I assumed too much and expected coolant to bre included with it.
