1995 4Runner heater blower fan & AC won't work

I have a 1995 Toyota 4Runner, milage 189k, 3L V6, 4wheel drive. The heater blower fan stopped working -- when the control panel level is moved, nothing happens. Also nothing happens when the AC button is depressed to its ON position -- it does not light up. My first guess was that a fuse must be out, but the Haynes manual indicates there would be a 10A A/C fuse and a 20A heater blower fuse, neither of which I've been able to locate thus far (I've checked the fuses in the kick panel at driver's left foot and fuse box in the engine compartment). Any ideas as to the cause of the issue, fuse or other wise ? thanks.

The fuses are located behing the glove box. i have the same problem
