1994 Toyota 4Runner Poss. engin problem

I have a 1994 toyota 4runner sr5 manual. I have two problems that I can't seem to diagnose. The first, any time it is damp out or raining, my truck runs rough for the first 5 to 10 minutes while driving. The second, lately the emergency brake light in the dash flashes while driving. Seems like only while shifting, not totally sure.

Try testing the coolant temperature sensor, idle air control valve and throttle position sensor.

Parking brake could be out of adjustment or the brake master cylinder fluid level sensor. or wiring shorting out-
