1993 Toyota 4Runner code 25 and 26

Code 25 and 26, I have already replace the 02 sensor and the water temp sensor, I still have the same problem after clearing the code, I ahve also check the cold start injector reading, 02 sensor reading it seems to be working, engine runs rough and sluggish, I'm thinking about giving it a complete tune up, cap, rotor, plugs, wires, and also maybe the engine computer, please help any advice I will appreciate it , thank you
