1991 Toyota 4Runner transmission does not engage when shift

transmission rebuilt about 20,000 miles ago, recently began to not engage when shifting from P to any other position. Has always engaged after 10 minute max effort of retrys.

Are the brake lights working if so have the shift interlock control system checked out-
