1987 Toyota 4Runner No heat

Hi, I have a 5 spd std trans no a/c. The air coming out of the vent is cool even when I set it to max heat. The temp guage always says the engine temp is below min temp even when it is fully warmed up. The needle on the guage will only move up slightly when the engine has been working hard eg towing up hill. The rad hoses and the rad are all up to normal temp when I touch them. Any ideas what it could be? I was thinking it could be a heater core or thermostat problem. How would I test for either? Thx.

Replace the thermostat, check temp at heater hoses with heater on. If both not hot, check for circulation, the tap or controller may have failed or the cor is blocked. Try carefully flushing the core.
