Do I have to release the torsion bars before removing upper control arms?

To answer your question yes, that would definitely make things a lot safer. You will have to remove to shock to be able to remove the upper control arm bolts and when you remove that's when things can possibly go flying with still having the torsion bars under load. I've attached a few suspension tutorials for you.
