2.7L, not the 3.5L. Has 2 nuts, 12mm and 14 mm bolts.

Here is the torque specs and bolt lengths for the timing chain cover as requested.

2011 Toyota Highlander 2.7L 4-cylinder — 1AR-FE

Timing chain cover bolts/nuts:
80 in-lbs / 9 N·m for the smaller cover bolts
Some larger fasteners may be higher depending on bolt location.

What are they referring to in the first sentence of 9nm, the 2 nuts?

Good question, they do not mention the nuts, they show them in the diagram but no torque spec.
