Top Shroud replace on steering column?

Hi, I replaced the interrupter dimmer switch on the vehicle listed above (Wagon). I went to put back the top shroud and will not seat properly on the bottom half of the shroud. What is the technic? Other issue: Could that be the reason why the blinker lights do not turn off when making a complete turn as well?
AutoZone sold me an interrupter switch made by Duralast part number SW3078.

Hi,

Is the switch fully seated in the locking tab? See pic 1. Since the signal doesn't automatically cancel, that leads me to think it isn't fully installed.

Next, there are two tabs on the upper cover. Make sure they are aligning. See pic 2
