Too much pressure builds up in the gas tank, what causes this?

My car listed above is a Euro. It seems to build up a lot of pressure in the gas tank when the gas is running low. I can smell gas, time to time too. What could this be from?

It sounds like the EVAP purge solenoid is not working. Here is the location so you can change it out which should fix the problem. The solenoid is up by the engine. Check out the diagram (below). Please let us know what happens.
