the tire is bulging off of the rim do I need new tires

Do i need new tires? i inspected them and it looks like the tire is bulging off the rim. Also, today in the rain driving i thought i had a flat tire because of the noise it was making (sounds like a flat), but i put air in and the sound was not as loud anymore. I am thinking it is the tires?

If you have a pressure bulge at the rim the tire is ready to blow and it should be replaced ASAP! Put the spare and go to a tire dealer and get all tires inspected first hand.
