tire wobbling

Okay my front passenger tire feels like its shaking/wobbling and I just replaced the sway bar and it has just been aligned. I also rotated the tire with a different one and its still there. What do you think it could be?

It needs to be visually inspected to determine that. Jack the car and grab the wheel and see if it has any movement. If not, run the car with the wheel in the air to examine how it rotates.

Then you have to look and see exactly what is moving.
