Tire Whistling

Whilst driving normally, at approximately 15/mph, my front left tire begins making a high pitched hissing sound, that grows in pitch as I accelerate. Brakes are also whining when used, denoting a break job. Could this hissing be brake related if it makes the sound while I'm not braking?

Yes, it is most likely brake related. It could be the warning sensors making contact. You need to have a real good inspection done.
